The TAF sites could fluctuate between IFR/MVFR and VFR levels with much higher confidence for restrictions further north of the sites and west of RST. Winds at LSE and other low-lying locales, if decoupled (as noted at 05Z), would support LLWS. There will also be periodic showers and possibly a thunderstorm that could bring very localized restrictions. The threat for storms begins shifting off to the east this afternoon with some signals of VFR conditions for much of the overnight.
